Unit test of the Wall Clock Time (WCT) facility.

The WCT facility keeps track of absolute elapsed time since a predefined epoch. In this case, the epoch is the Jan 1, 2001. The name, WCT, is somewhat of a misnomer, since it is really elapsed time, not strictly wall clock time; the difference being corrections for leap seconds and daylight savings time are ignored. This latter job is viewed as a formatting frill.

The test can be run from the command line by typing

     $ test_wct <count>

     where 
       count: Number of seconds to run the test for, default = 10 seconds
