WUT monitoring/diagnostic code.

This is an optional package used to monitor the performance and other 'under-the-hood' variables of the WUT facility. In order to make the use or non-use of this facility apparent, one must define either

• WUT_MONITOR_ENABLE, to enable the monitoring
• WUT_MONITOR_DISABLE, to disable the monitoring

There are no defaults.
