Definition of the housekeeping hardware monitoring packets.

LIH_packet.h defines where the dense list of hardware packets ("hpk") fit into the world. Two mappings are provided:

• A map from the dense hardware packet space to the APID index space. Common initialization derives a reverse map for this table.

• A map from packet/ADC space to the members of the "all known ADCs" enumeration. Individual "devices" (TEM, PDU, AEM) are at liberty to form reverse mappings from this table (though they are not obliged to).
