These are parameters control the global aspects of issuing a GRB repoint message. Currently there are only 2 which control much one wishes to tilt the LAT with respect to the GRB direction. If one aims directly at the GRB, the photons will be parallel to the towers and all the cracks. This can affect resolution and efficiency, so it behooves one to move off axis a bit. I would think that moving the declination is all that really matters, but fudge factors for both RA and DEC are included.
