RW timeout handler.

Parameters:

	rw	The resource wait handle
	wut	The WUT timer

Returns:

Either WUT_K_STATE_CHANGE_NO or WUT_K_STATE_CHANGE_YES

References WUT_K_STATE_CHANGE_NO.
